The sidewalks outside the Pelham Bay Park subway terminal and bus stop in the Bronx is covered in a sheet of ice. But no one agrees on whose job it is to clear it.   The entire area that wraps around the station has not been cleared since a series of snow and ice storms have dumped on the city.

The transit stop is busy with thousands of passengers using the area on a daily basis. (My Fox New York)
