Captain Timothy Cowen, 33, was arrested on Friday and charged with forcible touching and sexual abuse, according to prosecutors. Cowen groped a female officer and, after she pushed his hand away and asked him to stop, he pulled her toward him.

The Department of Investigation looked into the incident. Cowen has been suspended without pay.
